California is the largest bail bond market in the United States. The Department of Insurance licenses every active bail agent and regulates the premium under Insurance Code §1800.4. That sets the bail bond premium at 8–10% of the total bond — no matter which county your loved one is in.

What changes county to county is the jail system, the courthouse calendar, and the bail schedule. Los Angeles County runs the largest jail system in the country out of Twin Towers and Men’s Central Jail. Orange County routes everything through the Intake Release Center in Santa Ana before classifying defendants to Theo Lacy or the Musick Facility. Smaller counties — Riverside, San Bernardino, Ventura, Kern — each have their own detention centers and their own felony bail schedules.

The 10% Premium Is Statutory

California sets the bail bond premium between 8% and 10% of the total bond. Any California bondsman charging less without a filed rate plan is operating outside the law — a regulatory violation, not a discount.

AB 391 (effective 2024)
